DescriptionEdward Heath sits on a bench pointing towards the commotion to his right. A dog which has been made to resemble Enoch Powell is chasing two [BAME] people, one carrying a doctor's bag. Heath says that although the dog is under his command, he does not "agree with its sentiments".
