DescriptionCartoon depicting Harold Wilson and [Barbara Castle] atop a tall structure which protects a collection of bones labelled 'Pay Rises'. Wilson hides the largest bone behind his back and wears an expression indicating a fear that the hierarchy of dogs beside them may soon reach their hiding spot. Each layer of the dog pile is dressed or labelled differently, with flatcap-wearing dogs at ground level below the two layers of unions which are depicted angrily showing their teeth to the Prime Minister. The fourth layer is shared by those in education and [the police force], whereas royalty is shown to be the cloest to reaching upwards and claiming the pay rises.
