DescriptionTwo houses. On the left, the NHS is presented as the sun, whilst a beaming gentlemen wearing sunshades enjoys the weather. On the right the Monopolies Commossion is presented as a rainstorm, whilst a suited man carrying an umbrella appears concerned.

Context: Sir Geoffrey Howe, Minister for Trade and Consumer Affairs, made a statement in the Commons about the Monopolies Commission report on the supply of patented tranquilizers to the NHS by Roche Products Ltd. The report concluded that United Kingdom prices had been too high and that the Roche group had obtained profits far in excess of what is justifiable through the sale of the drugs Valium and Librium. The commission recommended that the prices be dropped (British Cartoon Archives).
