DescriptionDepicts Michael Heseltine, talking to people in a broken down car. He has a wrench in his hand to fix it and is standing beside a motorcycle that reads 'Ailing Inners, breakdown service.' The car has a hole in the roof and the bonnet is open, to reveal no engine. The bumper is falling off and the tires are flat. The licence plate says 'Merseyside. There is a sign in a background that reads 'Thatcher's Garage, fuel and mechanical service.' In the background there is a dilapidated town.

[Likely refers to Thatcher's supposed lack of interest / funding in Merseyside and her desire to let Merseyside decline. As well as Heseltine's reach to help it].
